پروژه های نفت ، گاز و پتروشیمی دارای سه فاز اصلی مهندسی، خرید و ساختمان و نصب می باشند.اجرای هریک از این فاز ها مستلزم داشتن سازمان مناسب به همراه فرآیندهای کاری موثر به منظور اتمام فعالیت با کیفیت مطلوب، در زمان مقرر و با هزینه تمام شده مناسب می باشد. دستیابی به چنین سازمانی نیازمند ارزیابی مستمر عملکرد می باشد. هدف از این گزارش تهیه ابزار ارزیابی فرآیند طراحی و مهندسی در چنین سازمانهایی می باشد.

Abstract
Design activities in Iranian petrochemical projects have not a long history. In addition to weakness in technical aspects; designer companies have an immature organization and system.
Main goal of this project is to develop a KPI (key performance index) assessment tool for petrochemical design projects of Iran that may be useful for other part of industries.
Based on previous works down by some companies and available resources in internet, a draft for questionnaire was prepared. Then through interview with eleven know-how people, questionnaire has been modified in a manner to be reliable for Iranian projects environment. Interviewees had been asked to modify the questionnaire if required. Several changes applied on questionnaire to adopt it with the most frequently requests of interviewees about a specific question. Gathered data from interviewees have been matched with finalized questionnaire. In case of difficulty to match answers, interviewees have been asked to clarify it again based on finalized questionnaire. A simple and user friendly software (excel template) has been developed for ease of companies to assess their activities.
Overall assessment of design activities in petrochemical projects (Based on subjective data from several designer companies) is another goal of the project. This assessment gives an overview of present position of design activities in Iranian petrochemical projects and their pros and cons. Iranian design companies have immature organization. Beside financial problems and lack of expertise that are common problems in all projectized organizations, designer companies have many problems with design process. Seeking for client needs, design process, internal cost/time management and client/user satisfaction are being integrated into design process, but only on an internal basis. Because these areas are traditional elements of the design process, they would be expected to perform well. Supply chain integration, re-use of design experiences and risk management process have low rating in KPI. This is because of immature structure of design companies. Also these areas are recent developments in design process. Risk management has minimum rating and this is common in not only design projects but also in all parts of petrochemical projects. A short and non-structured risk analysis may be used. As a result many risk factors can not be predicted at the commencement of project. Integration is another weak point of design companies. Conservative behaviors of project teams lead them to work alone. Non-developed legal environment may be the main reason of this dilemma.Re-use of experience has moderately better condition but there is not a documented and structured process in place. All supply chain can not access to data and in some cases there is not an electronic database. Finally in many cases post-project review with the aim of learning hasn’t been done.
Iranian design companies required to establish sience of project management in their organization to overcome these obstacles.
